La UE y EEUU negociarán un acuerdo de libre comercio

El presidente estadounidense, Barack Obama, y el presidente de la Comisión Europea, José Manuel Durao Barroso, han anunciado este miércoles el lanzamiento inminente de negociaciones para un acuerdo de libre comercio entre la Unión Europea y Estados Unidos, que será «el más importante que se haya firmado nunca».

«EEUU y la UE iniciarán cada uno por su lado los procedimientos internos necesarios para lanzar negociaciones sobre una Asociación Transatlántica de Comercio e Inversión«, han anunciado Obama, Barroso y el presidente del Consejo Europeo, Herman Van Rompuy, en un comunicado conjunto.

Barroso ha asegurado en rueda de prensa que este acuerdo supondrá «un estímulo para la economía europea del 0,5% del PIB, que se traduce en decenas de miles de millones de euros cada año y decenas de miles de nuevos puestos de trabajo». «Es un impulso a nuestras economías que no cuesta ni un céntimo a los contribuyentes», ha sostenido.

El pacto «creará la mayor zona de libre comercio del mundo» y fijará las reglas no sólo para otros acuerdos comerciales bilaterales sino para el comercio mundial.

El presidente del Ejecutivo comunitario ha admitido que las negociaciones «no serán fáciles» porque hay «sectores sensibles», incluyendo el agrícola, en ambos lados y otros intentos anteriores han chocado con «obstáculos y resistencias». Pero se ha mostrado convencido de que el acuerdo es posible debido a la débil situación de la economía y la «voluntad política» entre los líderes europeos y norteamericanos.

De hecho, Obama mencionó el lanzamiento de negociaciones con la UE en su discurso sobre el estado de la unión de este martes y los jefes de Estado y de Gobierno de los Veintisiete respaldaron el pacto con EEUU en la cumbre celebrada la semana pasada.

LA PRIORIDAD, LAS BARRERAS NO ARANCELARIAS
La negociación buscará reducir o incluso eliminar todos los aranceles a los productos agrícolas e industriales, con un «tratamiento especial» a los productos más sensibles. Estas tarifas ya son muy bajas, de un 4% de media, pero teniendo en cuenta la magnitud del comercio entre la UE y EEUU «todavía imponen costes que no son insignificantes. También cubrirá servicios, inversiones y licitaciones públicas.

Pero el principal foco del diálogo entre la UE y EEUU serán las barreras comerciales no arancelarias, es decir, obstáculos administrativos como por ejemplo los diferentes estándares medioambientales o en materia de seguridad que cada lado aplica a los coches. Estos obstáculos equivalen, según Bruselas, a tarifas de entre el 10% y el 20%.

Por ello, Bruselas y Washington tratarán de acercar lo máximo posible o aceptar mutuamente sus estándares y procedimientos. Y trabajarán en la compatibilidad regulatoria en sectores específicos como sustancias químicas, automóviles, industria farmacéutica y aparatos médicos.

LA UE NO CAMBIARÁ SUS NORMAS SOBRE TRANSGÉNICOS

rdo sanitario y fitosanitario con estándares sanitarios e higiénicos, por ejemplo para productos alimentarios.

No obstante, el presidente de la Comisión ha asegurado que la UE no se plantea levantar las restricciones a los transgénicos y productos hormonados procedentes de EEUU, que en el pasado han sido fuente de constantes conflictos entre ambos lados del Atlántico.

«Estas negociaciones no suponen poner en riesgo la salud de nuestros consumidores a cambio de beneficios comerciales. No negociaremos cambios que no queramos en las reglas básicas de cada lado, ya sea sobre hormonas o transgénicos», ha sostenido Barroso.

También está excluida de la negociación a priori la batalla comercial entre Bruselas y Washington a cuenta de las subvenciones a los gigantes aeronáuticos Airbus y Boeing.

El Ejecutivo comunitario preparará ahora el mandato de negociación con EEUU, que espera que esté listo durante el primer trimestre del año, y pretende iniciar el diálogo con Washington de aquí a junio. Barroso ha dicho que las negociaciones «deben ser rápidas», pero no se ha marcado ningún plazo.

The President of the Unites States, Barak Obama, and the President of the European Commission, José Manuel Durao Barroso, announced on Wednesday the beginning of imminent negotiations for a free trade agreement between the European Union and the U.S., which will be “the most important ever signed”.

The U.S and the EU will begin the necessary internal procedures on their own in order to start negotiations on a Transatlantic Trade and Investment Partnership”, announced Obama, Barroso and the president of the European Council, Herman Van Rompuy in a joint statement.

Barroso affirmed in a press conference that the agreement will mean “a stimulus for the European economy of 0.5% in GDP, that will translate into dozens of billions of euros each year and tens of thousands of new jobs”. “It is an impulse for our economy that does not cost one cent for taxpayers”, he stated.

The pact “will create the largest free trade zone in the world” and will not only establish the rules for other bilateral agreements but also for world trade.

The president of the European Executive branch has admitted that the negotiations “will not be easy” because there are “sensitive sectors” on both sides, including agriculture, and previous attempts have clashed over “obstacles and resistance”. But he seemed convinced that this agreement is possible given the weak state of the economy and the “political will” among European and American leaders.

In fact Obama mentioned the start of negotiations witht he EU in this State of the Union speech on Tuesday and the Heads of the EU-27 supported the pact with the U.S. in the summit held last week.

THE PRIORITY, NON-TARIFF BARRIERS
The negotiations will look to reduce or even eliminate all of the tariffs on industrial and agricultural products, with a “special treatment” for the most sensitive products. These tariffs are already very low, 4% on average, but considering the magnitude of the commerce between the EU and U.S. “they still imply costs that are not insignificant. This will also cover services, investments and public tenders”.

But the main focus of the dialogue between the EU and the U.S. will b
e the non-tariff trade barriers or,
in other words, the administrative obstacles such as the different environmental standards or security measures that each side applies to cars. The obstacles add up to tariffs of between 10 and 20 per cent, according to Brussels.

To do this, Brussels and Washington will try to come as close together as possible or mutually accept each other’s standards and procedures. They also will work on the regulatory compatibility in specific sectors like chemical substances, automobiles, pharmaceutical industries and medical devices.

THE EU WILL NOT CHANGE ITS RULES ON TRANSGENIC PRODUCTS
The EU and the U.S. will also negotiate on a sanitary and phytosanitary agreement with health and hygienic standards for agriculture products, for example.

However, the president of the Commission has assured that the EU will not lift restrictions on transgenic or hormone modified products coming from the U.S., which in the past have been a constant source of conflict between both sides of the Atlantic.

“These negotiations will not lead to putting the health of our consumers at risk in Exchange for commercial benefits. We will not negotiate changes that we do not want in the basic rules on each side, whether they be for hormones or transgenic products”, said Barroso.

A priori, the negotiations will exclude the commercial battle between Brussels and Washington concerning the subsidies for the aeronautic giants Airbus and Boeing.

The EU Head will prepare the mandate for negotiations with the U.S., which he thinks will be ready during the first quarter of this year, and intends to initiate the dialogue with Washington sometime before June. Barroso has said that the negotiations “should be swift”, but has not set any timetable.
