Shadow banking: cómo conseguir dinero rápido

Durante los años de crisis las entidades bancarias han reducido la concesión de créditos de forma considerable. La incertidumbre que generaron los bancos por falta de liquidez ocasionó falta de credibilidad sobre ellos como señala el analista de XTB, Álvaro García-Capelo, que añade que por este motivo, las empresas que no pueden acceder al crédito bancario tradicional han tenido que buscar otras vías alternativas de financiación.

Así es como se popularizó el “shadow banking”, también conocido como “banca en la sombra” o “sistema bancario en la sombra”. Este sector está constituido por entidades que dan crédito y no están sujetas a las estrictas regulaciones a que está sometido el sistema bancario tradicional, es decir, fuera del alcance de las entidades de regulación nacionales.

«Es una buena manera de acceder sin tanta regulación y sin tantos requisitos a dinero rápido, aunque vamos más despacio que el resto y los bancos muestran preocupación por la situación», destaca García-Capelo. Además, no cree que en España vaya a tener un «calado importante» en los próximos años aunque considera que a la larga puede ser posible, no obstante, sin llegar a niveles de Estados Unidos.

Sin embargo, el profesor de banca comercial de Esade, Robert Tornabell Carrio, sí cree que va a ir a más, ya que le sorprendió que en la junta general de accionistas del banco Santander, Ana Patricia Botín, dijera que «hay que estar atentos a la banca en la sombra” y mostró su preocupación porque “se está extendiendo en Reino Unido y está empezando a hacerlo en España».

MADRID Y CATALUÑA LAS MÁS AFECTADAS
En España, esta actividad supone un 2% del volumen del crédito total, señala Tornabell. Sin embargo, aunque este porcentaje sea mínimo, en los últimos años ha aumentado de forma considerable. Uno de los motivos de este crecimiento es que en 2014 la banca española disminuyó el crédito un 6% y hasta ahora no ha empezado a «abrir el grifo», paralelamente la banca en la sombra no ha dejado de crecer, apunta el profesor.

«En Madrid, Banco Popular suscribió un acuerdo con una entidad financiera americana que es la que realiza las operaciones de banca y corre el riesgo«, aclara Tornabell.

Por contra, el profesor añade que es en Cataluña donde se encuentran las entidades que ofrecen actividades de banca en la sombra y explica que «por su cercanía con Francia, existen varios bancos pequeños que son filiales de bancos franceses y operan como agencias financieras».

Además, ING preocupa a la banca española regulada, ya que, aunque este banco tenga ficha bancaria española, es filial de un banco holandés, no cobra comisiones, es muy agresivo y tiene «algún elemento de banca en la sombra», según Tornabell.

UNA AMENAZA A LARGO PLAZO
La presidenta de la comisión Nacional del mercado de valores (CNMV), Elvira Rodríguez, en el XXII Encuentro del sector financiero a principios de marzo señaló que «es necesario llamar la atención sobre la relevancia que está alcanzado la banca en la sombra, favorecida, entre otros factores, por los nuevos requisitos prudenciales para las entidades de crédito».

A su vez, subrayó que la Comisión Europea estima que los activos del sistema bancario en la sombra a nivel mundial ascienden en torno a 53 billones de euros y representan aproximadamente la mitad del volumen del sistema bancario regulado.

Asimismo, destacó que el shadow banking «desempeña funciones importantes en el sistema financiero», ya que genera fuentes adicionales de financiación y ofrece a los inversores alternativas a los depósitos bancarios. Sin embargo, «puede suponer una amenaza potencial para la estabilidad financiera a largo plazo«, matizó.

«Es uno de los retos a los que tenemos que enfrentarnos en el corto plazo, sobre todo con la perspectiva de que su volumen irá en aumento», sentenció la presidenta.

En este sentido, es un tema perseguido desde hace tiempo, ya que «puede crear burbujas de crédito que pongan en peligro la estabilidad del sistema financiero», tal y como señaló el Comisario de la Unión Europea, Michel Barnier, a principios de 2012.

This is why “shadow banking” became popular, which is also known as “shady banking” or the “shadow banking system”. This sector is made up of entities that provide credit and are not subject to the strict regulations the traditional banking system has to follow, which means that it´s outside the reach of the national regulatory authorities.

“It´s a good way to get in without so much regulation and without so many requirements on fast money, although we´re going slower than the rest and the banks are getting worried about the situation,” said García-Capelo. Furthermore, he doesn´t think Spain will see a “boom” over the next few years even though he thinks in the long-run it´s possible without, however, reached the levels it has in the U.S.

especially when he was surprised to hear Ana Patricia Botín say in the Banco Santander´s shareholder´s meeting that “we have to be wary of shadow banking” and that she was worried about it “spreading in the UK and that it´s starting to do so in Spain”.

MADRID AND CATALONIA ARE AFFECTED THE MOST
In Spain, these activities make up around 2% of the total amount of credit, says Tornabell. However, even though this is a small percentage, it has increased considerably over the past few years. One of the reasons for this growth is because in 2014 Spanish banks provided 6% less credit and until now hadn´t opened the floodgates while, at the same time, shadow banking hasn´t stopped growing, the professor said.

“In Madrid, Banco Popular made an agreement with an American financial entity that´s running the banking operations and it´s taking a risk,” added Tornabell.

Contrarily, the professor said that is was in Catalonia where financial entities that offer shadow banking can be found and explained that “because of its proximity to France, there are several small banks that are subsidiaries of French banks and operate are financial agents”.

Furthermore, ING is worrying the regulated Spanish banks because even though it´s got its Spanish banking license, it´s a subsidiary of the Dutch bank, it doesn´t charge any fees, it´s very aggressive and has “some elements of a shadow bank”, according to Tornabell.

A LONG-TERM THREAT
The president of the Spanish Securities Market Commission (CNMV), Elvira Rodríguez, said in the XXII Reunion on the financial sector at the beginning of March that “it´s necessary to pay the attention to the relevance shadow banking is gaining since it´s in a favorable position due to the new prudential requirements for credit entities, among other factors.

At the same time, she said the European Commission estimates that assets in the shadow banking system has reached around 53 trillion euros on a worldwide scale and represent about half of the volume in the regulated banking system.

Furthermore, she emphasized that shadow banking “plays an important role in the financial system” since is create additional sources of financing and offers investors alternatives to bank deposits. However, “it could be a potential risk for long-term financial stability,” she indicated.

“It´s one of the challenges that we have to face in the short-run, especially because of estimations that it´s volume will continue to increase,” declared the president.

In that sense, it´s a topic that´s been being followed for some time now since “it can create credit bubble that put the financial system´s stability at risk,” just as EU Commissioner Michel Barnier warned at the beginning of 2012.
