Nuevo método contable aumentará el PIB de España entre 1% y 2%

La Unión Europea introducirá a partir de septiembre un nuevo método contable que aumentará «estadísticamente» el PIB comunitario un 2,4% y el de España entre el 1% y el 2% ya que se reclasifican las partidas de I+D y defensa, que dejarán de considerarse gasto y se tratarán como capital, según ha explicado este jueves el responsable de estadísticas gubernamentales de Eurostat, François Lequiller.

Finlandia y Suecia, los países de la UE que más invierten en I+D, son también los que más se beneficiarán del cambio, con un crecimiento estadístico de entre el 4% y el 5%. En cambio, en Letonia, Lituania, Hungría y Rumanía, el nuevo método apenas significará un crecimiento de entre el 0% y el 1%. En el caso de Alemania y Francia, el impacto se situará entre el 2% y el 3%, mientras que para Reino Unido y Holanda podría llegar al 4%.

Debido a este aumento general, las ratios que se expresan en función del PIB, si no cambian el resto de factores, disminuirán ligeramente de forma mecánica. Este es el caso, en particular, de la deuda pública que, de media, disminuirá aproximadamente en la misma cifra que el aumento del PIB. No obstante, Lequiller ha precisado que esta caída no se producirá en todos los casos porque podrían cambiar otras variables.

En todo caso, el nuevo método (denominado ESA 2010) no afectará a la evolución del PIB ni por tanto a las previsiones de crecimiento. Los Estados miembros deberán recalcular sus datos al menos desde 1995 para garantizar la coherencia de la serie histórica.

El Ejecutivo comunitario justifica la necesidad de introducir este sistema por los cambios que ha experimentado en los últimos 20 años la economía debido al creciente papel de las tecnologías de la información y la comunicación, el mayor peso de los activos intangibles, productos de propiedad intelectual y actividades de servicios y la globalización.

La adaptación no se limita a Europa sino que se está llevando a cabo en todo el mundo. En Estados Unidos el nuevo método se aplica desde agosto de 2013 y se ha traducido en un incremento estadístico del PIB del 3%.

The European Union is going to introduce a new accounting method after September that will “statistically” increase the EU´s GDP by 2.4% and Spain´s by between 1
% and 2% since it reclassifies R&D and Defense
so as no longer to consider them as expenditures but as capital, according to the explanation given by the head of Eurostat´s governmental statistics, François Lequiller, on Thursday.

Finland and Sweden, the EU countries who invest in R&D the most, are also those who will be benefited most with a statistical increase of between 4% and 5%. Contrarily, the new accounting method will barely lead to an increase between 0-1% in Latvia, Lithuania, Hungary and Romania. For Germany and France, the impact will be around 2-3%, while in the UK and Holland it could reach 4%.

Given this general increase, the ratios that are expressed in function of GDP will be decreased automatically a little if the rest of the factors don´t change. This is the case for public debt, which will on average go down by the same amount as the increase in GDP. However, Lequiller stated that this decrease will not happen in every case because other variables could be changed.

In any case, the new method (named ESA 2010) will not affect the evolution of GDP or, therefore, growth projections. The member States will have to recalculate their data at least back to 1995 to guarantee the coherence of the historical series of data.

The Community Executive justified this need to introduce this system because of the changes that have taken place over the last 20 years in the economy given the growing role of information and communication technologies, the larger importance of intangibles, intellectual property products and service and globalization activities.

The adoption is not just limited to Europe but is being done all around the world. The U.S. has applied this method since August, 2013, which led to a statistical increase in GDP by 3%.
