How do President Rajoy´s new economic policies affect me?

02/26/2014 | Europa Press – Europa Press English

IF I´M A SALARIED EMPLOYEE…
…the new economic policies announced by Mariano Rajoy could benefit you by lowering or exempting you from paying income taxes, since the Government wants all Spanish “mileuristas” (those making 1,000€ a month or less) to be exempt from paying this tax.

Am I exempt from paying it?
Yes, if you earn less than 12,000€ a year. As of right now, only those whose annual income is less than 11,000€ do not have to pay the income tax but starting in 2015 this amount will be increased to 12,000€ annually, with which it is hoped that up to 7 million tax payers will not have to pay the tax anymore. Furthermore, if you make between 12,000€ and 21,000€ per year, you will be benefited by the lowering of the income tax. Even though you will still have to pay taxes on your income, Rajoy stated that a series of tax cuts will be created in order to help you, however they are not in place yet. This reduction will help up to 5 million more salaried workers.

Will I feel it in my pocket?
This is supposed to start in 2015, so this year you won´t notice any improvements yet. Also, you will only see changes if you get your earnings from a job, not from earnings on capital or from other activities.

IF I´M AN EMPLOYER…
…and if you are thinking about increasing your workforce, you could be helped by the “flat rate” Social Security payment plan announced by Rajoy. This measure came into effect at the same time it was announced so that hiring processes could not be paralyzed before it was signed.

How will this benefit me?
It will allow you to only have to pay 100 euros a month in Social Security payments during the first two years of a new employee´s contract, which will lead to savings of almost 75% for a gross annual salary of 20,000€ and means that this “flat rate” will save your business around 3,520€ throughout the year.

What conditions must the contract have?
If the new law has encouraged you to hire someone, you should know that a series of conditions exist that you must accept in order to not miss out on all the applicable benefits.
– The contract must be permanent, whether it be full-time or part-time.
– The contract must remain active for a minimum of three years.
– The hiring must lead to net employment creation, so as to avoid the “substitution” effect.

With what requirements must the company comply?
If you are truly interested in using the “flat rate”, you should know that you have to comply with certain requirements.
– You can´t have made any improper firings of individuals or groups of workers during the six months leading up to the new contract.
– You should be up-to-date with the pertinent fiscal and Social Security obligations.

How will this affect the newly hired worker?
This law will not affect the amount the worker puts into their Social Security, which will be the same as it is today, and it won´t affect their future compensation since this will also be the same even though their employer is paying less during those two years.
