El Papa crea una Secretaría y un Consejo para la Economía

El Papa Francisco ha instituido una nueva estructura de coordinación para los asuntos económicos y administrativos de la Santa Sede, que se articulará a partir de una nueva Secretaría económica y un Consejo para la economía y que estará formada por 15 miembros –7 laicos y 8 eclesiásticos–.

El cardenal australiano, George Pell, actual arzobispo de Sydney y miembro del Consejo de cardenales, llamado “G-8 Vaticano”, será el nuevo Prefecto de Economía del Vaticano.

Entre las funciones de este nuevo órgano económico están la preparación de un presupuesto anual, la planificación financiera y la gestión de los recursos humanos. Las directivas de actuación serán formuladas por el Consejo, que se reunirá periódicamente para evaluar directivas y prácticas concretas, preparar y analizar las relaciones de la actividad económica de la Santa Sede.

Las nuevas disposiciones económicas han sido aprobadas tras la revisión de la Comisión referente al estudio sobre la organización de la estructura económica-administrativa de la Santa Sede por el Consejo de cardenales instituido por el Papa Francisco para ayudarle en la reforma de la Curia Romana y por el Consejo de los 15 para el estudio de los problemas organizativos y económicos de la Santa Sede.

Estas modificaciones comprenden también el nombramiento de un Revisor General, que desarrollará revisiones de cualquier agencia o institución de la Santa Sede.

Asimismo, confirman el papel de la Administración del patrimonio de la Santa Sede (APSA), como Banco Central del Vaticano con todas las obligaciones y las responsabilidades análogas en todo el mundo. La Autoridad de Información Financiera (AIF) seguirá desempeñando su papel actual de vigilancia de las actividades económicas de la Santa Sede.

Los cambios estructurales también permitirán la implicación más explícita de expertos de alto nivel con experiencia en administración financiera, planificación y revisión. De esta manera, se garantizará una mejor utilización de los recursos, mejorando la gestión de las ayudas a los pobres y los marginados.

Todas estas modificaciones se encuentran detalladas en un “Motu Proprio” que será publicado este lunes por la tarde en el diario oficial del Vaticano, “L´ Osservatore Romano”.

Pope Francis has created a new coordinating structure for the economic and administrative affairs of the Holy See, which will be articulated in a new Secretariat for the Economy and a Council for the Economy, and will be made up of 15 members, 7 of them secular and 8 members of the church.

The Australian Cardinal George Pell, the current Archbishop of Sydney and member of the Council of Cardinals called the “Vatican G-8”, will be the new Prefect of the Economy of the Vatican.

Among the functions of this new economic body are the preparation of an annual budget, financial planning and also human resource management. The administrative lines to follow will be formulated by the Council, which will convene periodically to evaluate guidelines and specific practices while preparing and analyzing the economic activity related to the Holy See.

The new economic orders have been approved by the Council of Cardinals following the Commission´s review based on the study of the organization of the economic and administrative structure of the Holy See, which was created by Pope Francis to help with the reforms in the papal Curia and was also approved by the Council of the 15 in order to look into organizational and economic problems with the Holy See.

These modifications also include the naming of a General Reviser, who will carry out revisions of any agency or institution in the Holy See.

Also, the role of Administration of the Patrimony of the Apostolic See (APSA) has been confirmed as the Vatican´s central bank with all the pertinent obligations and responsibilities throughout the world. The Financial Information Authority (FIA) will continue to pursue its current role as watchdog over the economic activities of the Apostolic See.

The structural changes will also allow for a more explicit implication of high level experts with experience in financial administration, planning and revision. This means that a better use of resources and improved management over the assistance for the poor and marginalized will be guaranteed.

All of these modifications are detailed in the “Motu Proprio” that will be published Monday afternoon in the official Vatican journal, “L´ Osservatore Romano”.
