Los conflictos internacionales son la mayor amenaza para la economía mundial

La mayor amenaza para la estabilidad de la economía mundial en la próxima década proviene del riesgo de conflictos internacionales, según el informe Global Risks 2015 del Foro Económico Mundial, que además sitúa los riesgos medioambientales por encima de los económicos.

Con una perspectiva de diez años, el informe evalúa 28 riesgos de naturaleza global que podrían causar impactos negativos importantes en industrias y países, si se concretan. Los riesgos se agrupan en cinco categorías – económica, medioambiental, geopolítica, social y tecnológica – y se miden tanto en términos de sus probabilidades de concreción, como en su impacto potencial.

Los riesgos geopolíticos regresan este año a un primer plano, tras haber estado ausentes entre los más importantes en el último lustro. En vista de que la geopolítica ejerce cada vez más influencia sobre la economía mundial, este ámbito acapara tres de los cinco riesgos más probables, y dos de los que mayor impacto pueden tener en 2015.

En concreto, los conflictos entre Estados con consecuencias regionales representa el principal riesgo por su probabilidad, y el cuarto por su impacto. Por su probabilidad, este riesgo supera a los fenómenos meteorológicos extremos (segundo lugar), las deficiencias de los sistemas nacionales de gobernanza (tercer lugar), el colapso o crisis del Estado (cuarto lugar) y el elevado desempleo y subempleo estructurales (quinto lugar).

Por su parte, tras examinar sus posibles efectos, los casi 900 expertos que participaron en la encuesta consideraron que las crisis del agua constituyen el mayor riesgo al que se enfrenta el mundo. Junto a éste y los conflictos entre Estados, también preocupan la propagación rápida y masiva de enfermedades infecciosas (segundo lugar), las armas de destrucción masiva (tercer lugar) y la falta de adaptación al cambio climático (quinto lugar).

Asimismo, otros tres riesgos geopolíticos destacan por haberse intensificado más desde 2014 en términos de probabilidad e impacto: los conflictos interestatales con consecuencias regionales, las armas de destrucción masiva y los ataques terroristas.

Por otro lado, el Foro de Davos señala que el horizonte de riesgo en 2015 también muestra que la capacidad del mundo para resolver los problemas sociales más urgentes sigue siendo motivo de preocupación, pues las sociedades sufren la amenaza de riesgos económicos, ambientales y geopolíticos. De hecho, dos de los riesgos que pueden tener el mayor impacto son riesgos sociales.

Asimismo, destaca que existen un mayor número de riesgos ambientales que económicos, debido a que los expertos valoran mucho más negativamente los preparativos para hacer frente a retos como los fenómenos meteorológicos extremos y el cambio climático, y no tanto a una disminución de los temores que despiertan los riesgos económicos crónicos, como el desempleo, el subempleo o l
as crisis fiscales, que se mantuvieron relativamente estables en 2014.

La economista principal del Foro Económico Mundial, Margareta Drzeniek-Hanouz, subrayó que «veinticinco años después de la caída del Muro de Berlín», el mundo se enfrenta «una vez más al riesgo de graves conflictos entre Estados».

«Sin embargo, los medios para abordar dichos conflictos, ya sea mediante ataques cibernéticos, competencia por recursos, sanciones y otros instrumentos económicos, son más amplios que nunca. Hacer frente a todas estas posibles causas e intentar que el mundo regrese a la vía de la cooperación, y no de la competencia, debería ser una prioridad para los dirigentes ahora que entramos en 2015.»

El informe Global Risks 2015, que también examina las interconexiones entre los diferentes riesgos y la forma en que interactúan con las tendencias que configuran el horizonte de riesgo a corto y medio plazo, ha sido redactado con la ayuda de Strategic Partners Marsh & McLennan Companies y Zurich Insurance Group.

The biggest threat to the global economy´s stability over the next decade comes from the risk of international conflicts, according to the 2015 Global Risks Report from the World Economic Forum, which also puts environmental risks over those related to the economy.

Looking 10 years in advance, the report evaluates 28 global risks that could have important negative impact on industries and countries if they came about. The risks are grouped in five categories – economy, environment, geo-politics, social and technology- and are measured in terms of the probability they happen as well as their potential impact.

Geopolitical risks came bake to the forefront this year after having been absent from the most important risks in the last year. Because geopolitics has an ever more present influence on the world economy, this area included three of the five most probable risks and two of those that could have the biggest effect in 2015.

Specifically, the conflicts between countries with regional consequences represent the most probable risk and fourth in terms of impact. Because of its probability, this risk is higher than, extreme meteorological phenomena (2nd place), deficiencies in national governance systems (3rd place), the collapse or a State crisis (4th place) and high unemployment and structural underemployment (5th place).

After looking at its possible effects, the almost 900 experts who participated in the survey believe that crises with water make up the biggest risk the world is facing. Together with that and conflicts between nations, the rapid and massive spread of infectious diseases (2nd place), weapons of mass destruction (3rd place) and the lack of adaption to climate change were the most worrisome.

Furthermore, another three geopolitical risks stood out for having intensified from 2014 in terms of probability and impact: inter-national conflicts with regional consequences, weapons of mass destruction and terrorist attacks.

On the other hand, the Forum at Davos has revealed the risk horizon in 2015 shows the world´s capacity to resolve the most urgent social problems is still worrisome because societies are still under the threat of economic, environmental and geopolitical risks. In fact, two of these risks could have the largest impact are social risks.

Environmental and economic risks
Additionally, the report says there is a greater number of environmental risks than economic ones given that the experts value the preparations for facing extreme weather and climate change much more negatively than some of the decreasing things that awaken chronic economic fears such as unemployment, underemployment or fiscal crises, which stayed relatively stable during 2014.

The Chief Economist of the World Economic Forum, Margareta Drzeniek-Hanouz, emphasized that “25 years after the fall of the Belin Wall”, the world once again is facing “the risk of serious conflicts among nations”.

“However, the way in which is conflicts are tackled, whether they be with cybernetic attack, competition for resources, sanction or other economic instruments, are more ample than ever. Taking on all possible causes and trying to get the world back to road to cooperation, and not competitiveness, should be a priority for leaders as we enter into 2015.”

The 2015 Global Risks report, which also examines the interconnections between different risks and the ways in which they interact with the current tendencies that make of the short-term and medium-term Outlook, was written with the help of Strategic Partners Marsh and McLennan companies and the Zurich Insurance Group.
